Short description of the intervention
The northern part of Thane Creek in Navi Mumbai was declared a 'Protected Area' in 2015 by the Maharashtra Government (1,2,4). As the Central Asian Migratory Flyway (CAMF) ecosystem, it is occupied by a large number of wading birds, especially Lesser Flamingos and Greater Flamingos (1,2). Recently, a Management Plan has been proposed to guide the sustainable management of the 'Thane Creek Flamingo Sanctuary (TCFS)' (1).
The Management Plan (2020-2030), proposed by the Mumbai Mangrove Conservation Unit (MMCU) proposed implementation plans for the conservation of Flamingo species, mangrove management, eco-tourism, education and awareness raising, as well as participatory decision-making (1).
Thane Creek harbours rich biodiversity and spreads over an area of 1690ha (896ha of mangroves and 794ha of adjacent creek water body) (1,2,3). Also, it is located right amidst a mega-city, being crucial to conserving this unique natural environment with its eclectic mix of mangroves, mudflats and threatened bird species (1,2).

Habitats and biodiversity conservation: What types of conservation goals are / were defined for the NBS intervention?
Implementation activities
- As a guidance approach for managing the flamingo sanctuary, a Management Plan (2020-2030) was proposed by the Mumbai Mangrove Conservation Unit (MMCU) to conserve and protect this unique mangrove ecosystem of rich biodiversity. (1) This process includes the following activities:
(1) implementation of proposed theme plans like an action plan for the conservation of flamingo species;
(2) mangrove management and eco-tourism;
(3) education and awareness raising among various groups;
(4) participative decision-making, such as forming a dedicated committee to monitor implementation activities (1).
- Through means of participatory decision-making, the formation of a “Management Plan Implementation and Review Committee’’ of "Thane Creek Flamingo Sanctuary" (TCSFS) took place, ensuring the representation of all stakeholders, including nearby municipal corporations, fishermen communities, industries, Pollution Control Board, the tourism sector, etc.
- Periodic meetings of this Committee were organised at least once in six months to review the management activities of TCFS under the Chairmanship of APCCF (Additional Principal Chief Conservator of Forests), Mangrove Cell (1).

Specific activities related to the proposed theme plans include:
1. Species Action Plan for Long-Term Conservation of Flamingos
- monitoring of the solid waste, sewage, and plastic and controlling water pollution to keep the Sanctuary free from such debris, waste and effluents
- monitoring of water and air quality through expert agencies/organizations
- conservation of satellite wetlands around TCFS and monitoring of movements of flamingos with the help of experts
- monitoring of intertidal mudflats and their conservation with the help of fishing communities
- participation of stakeholders in clean-up drives
- raising awareness about the species conservation needs at the national and local level (1).
2. Mangrove Management Plan

- monitoring of any sediment accumulation within mangrove vegetation associations with support from competent agencies.

The Thane Creek mangroves and the Thane Creek Flamingo Sanctuary come under the control of the Additional Principal Chief Conservator of Forests, Mangrove Cell of Maharashtra Forest Department. To protect mangroves in Mumbai and Navi Mumbai, a separate division was established under Divisional Forest Officer (DFO), Mumbai Mangrove Conservation Unit (Ref. 1).
"Based on the 'International Climate Initiative' agreement between the Government of India and the 'Federal Republic of Germany', a bilateral project 'Sustainable Management of Coastal and Marine Protected Areas' for the conservation of marine biodiversity was launched in Maharashtra" (Ref. 5). This project, supported by the German Federal Ministry for Environment, Nature Conservation, Building and Nuclear Safety (BMUB), under the International Climate Initiative (IKI)", is implemented by the "Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of BMUB" (Ref. 4).

-Increased conservation or restoration of ecosystems & Increase in protected green space areas: The "total area of the sanctuary is 1690 hectares, whereas in 896 hectares of mangrove forest and 794 hectares of water bodies" (Ref. 2) and the project is expected to maintain and/or increase this ecosystem.

Thane Creek has a significant cover of mangroves and harbours rich biodiversity and is located right in the midst of a mega-city, which is crucial for the conservation of this unique natural environment with its eclectic mix of mangroves, mudflats and threatened bird species (1,2). It is spread over an area of 1690ha that comprises 896ha of mangroves and 794ha of adjacent water body of the creek (1,2,3). The "Coastal and Marine Biodiversity Centre” at Airoli (Navi Mumbai) was established in 2017 to support conservation, education and sensitize visitors about Maharashtra's coastal and marine biodiversity, especially Thane Creek. Except for this “Coastal and Marine Biodiversity Centre”, no other development program has been initiated (1,2,3). The Conservation of this Sanctuary is a current priority for the scientific management of the area and its sustainable management, as the area faces severe threats, from the discharge of effluents to the dumping of sewage and other biotic interferences (1,2). A Management Plan (2020-2030) is proposed by the Mumbai Mangrove Conservation Unit (MMCU) to conserve and protect this unique ecosystem (1), including the following activities: (1) Implementation of proposed theme plans like an action plan for the conservation of Flamingo species, (2) mangrove management and eco-tourism, (3) education and awareness raising among various groups and (4) participative decision making such as the formation of a dedicated committee to monitor implementation activities (1). This Management Plan is developed as one of the guides for further management of the Sanctuary (1).
