Le site des Côtes
Short description of the intervention
The Côtes site is a natural space of 1300 hectares surrounded by the urban area of the Clermont-Ferrand area, between the cities of Clermont-Ferrand, Durtol, Nohanent, Blanzat and Cébazat. (Ref. 1). Its fragile biodiversity has required special attention from the city with several actions being taken to protect it from growing urbanization. Part of the site is a Natura 2000 area and the Clermont part of the overall site is designated a sensitive natural environment (ENS). A management plan was developed for the ENS and put in place for the years 2019-2024 (Ref. 12).

Future 5 years management plan has been discussed with citizens in 2016:
"Thinking together about the actions to be taken over the next 5 years. Participatory workshop for the co-development of the management plan for the Côtes de Clermont, Thursday 8 December 2016. This first meeting brought together more than 50 participants..."(Ref. 3 and Newspaper Article uploaded document)
"Certified "ENS"(Sensible Natural Space) by the Departmental Council on 10 November 2015, and received the status Natura 2000" (Ref. 3 )
Goals of the intervention
After a swath of the area was designated as an ENS in 2015, a goal was to "have a management plan in place to define the actions to be taken over the next 5 years. Its management objectives will be directed towards: Conservation of remarkable environments, The promotion of natural heritage, Improving naturalist knowledge". It was also stated that"At the wildlife level inventories should be conducted in order to deepen the knowledge of the site" (Ref. 3).
The goals outlined in the environmental management plan which was developed for 2019-2024 (Ref. 12) are as follows:
- Maintain a mosaic of habitats, with open lawns, shrubby facies, brush and woods.
- Keep the lawns and restore them in good condition.
- Increase the proportion of open environments
- Mastering ruderalization (The growth of ruderal plants on disturbed land)
- Relaunching quality peri-urban agriculture
- Improve site access and pathways

Being a Natura 2000 site this is a label which aligned with protection plan for biodiversity and habitats. "Green lung" of the city (Ref. 3)

The goals of the ASCOT organization are (Ref. 4):
- Protection of the entire site: obtaining the ENS label (sensitive natural area) and registration as a Historic Monument.
- Its development to enhance and publicize its riches both from the biodiversity point of view and its archaeological heritage.
- The resumption of archaeological research , in particular by programming major archaeological excavations.
- Informing everyone for the best knowledge of the Côtes de Clermont
-Inhibit the development of a solar power project in a former quarry in the area (Ref. 10).

According to news outlet France Bleu (Ref. 10), the Association for the Protection of the Côtes de Clermont-Chanturgue has argued that protective measures do not go far enough:

"ASCOT officials no longer want this space where nature gradually regains its rights to be abandoned. They highlight the chance of having this vast space in the heart of the city and the multiple development possibilities (tourist, recreational, etc.) by taking advantage of the most beautiful view of the Limagne fault, for example. Above all, they do not want the photovoltaic park project currently being studied (this is the third project of this type).

As for Clermont Auvergne Métropole, it should be noted that the dossier is under study. A request has been made to the carrier and the subject will be discussed soon in the community office. The site must also be classified as a Sensitive Natural Area . For the moment, only the part of Côtes de Clermont located on the territory of the municipality of Clermont is classified, it remains to do the same for the four other municipalities concerned" (Ref. 10).

There is a huge amount of information available in a comprehensive environmental management plan which started being implemented in 2019 (Ref. 12). However, while it indicates that monitoring is continuously taking place, it does not yet appear to be available and may be released in subsequent reports (as of July 17, 2020).
