Short description of the intervention
Vietnam's capital, Hanoi, is the second largest city in the country and is one of the most vulnerable to climate change. The city is located on the western bank of the Red River, the principal river of northern Vietnam. Throughout the centuries authorities in Hanoi built dykes to protect the city from the instability of the Red River. Though these dykes were built at a high altitude, the floods became more intense due to the huge amount of alluvium that rests in the middle of the river and that could not continue to consolidate on the banks and making water levels higher and more dangerous. Furthermore, outside the dykes, in the riverine zones (which play a role as green corridors to connect the city and the river) economically disadvantaged people built settlements contributing to soil erosion (caused by illegal construction and excessive sand exploitation), subpar soil quality, and poor waste management. The Red River Zoning Plan (RRZP) came as a solution to address the issues before mentioned and has been promoted by the Hanoi People’s Committee. The plan is encompassing an area of about 11,000 hectares in 13 districts. The plan was approved by the Hanoi People's Committee in March 2022 at a size of 1/5000 section from Hong Ha Bridge to Me So Bridge. (1,4)

According to the concept, a 40-kilometre-long new metropolitan area would be created on both banks of the Red River. This urban space would be a flood drainage area for downtown. It will be designed with a green landscape including public spaces for cultural and tourism purposes. For this, the city would invest in a network of transport and technical infrastructure to bolster connectivity in terms of roads and waterways with neighbouring areas. Particularly, the RRZP is building three types of new parks near the riverbanks, including a nature conservation park, an agricultural park, and an urban park to improve climate change adaptation and bring more natural elements to the city. According to the experts, with the Red River passing through Hanoi and having a large and aggressive water flow, it is necessary to ensure safety against floods with a frequency of 500 years (within 500 years, floods may appear over the dyke) and as this is the central focus of the Red River Zoning Plan the following goals were defined:
1. To create a nature conservation park outside the dyke, an agricultural park inside the dyke and an urban park adjacent to the subdivision.
2. To find a new strategy to link nature and urbanised zones from the smallest units that form the city.
3. To make use of the riverine area effectively and to address issues related to flood prevention, soil erosion, and waste management (leading to environmental pollution). (1,2,4)
4. To improve the quality of life of the dwellers living in the riparian zones, therefore, providing environmental justice. (2)
5. To adapt to climate change and extreme weather. (7)
Quantitative targets
The quantitate targets defined by the intervention are the following:
- To implement 3 types of parks: nature conservation, agriculture, and urban parks.
- To serve approx. 300k inhabitants over 55 wards from 13 districts.
- To keep the axis of green space and water surface accounting for 80% of the land used for the implementation - the Red River accounts for 3,600 ha (33%), and the riverbank land is over 5,400 ha (50%). (1,2,3,4)

Implementation activities
The RRZP had been discussed since 2011, but the idea of ​​planning the two banks of the Red River has been delayed many times due to problems with the Red River and Day river flood drainage planning. Only in 2022 that the Hanoi People's Committee approved the plan and started to implement it. After the planning is approved, the authorities at all levels and departments shall set up the boundaries of the residential areas, on the basis of the boundaries, make detailed plans for the conservation and embellishment of the residential areas, and supplement the technical infrastructure. technology, and social infrastructure for these areas. Furthermore, Hanoi is building three kinds of nature conservation parks, agricultural parks, and urban parks. (Ref 4, 6) Thus, the landscape on both sides of the Red River is expected to become a chain of parks, flower gardens, and ecological agricultural areas in the heart of the city, and associated with the two sides of the river is a friendly road with trees and water surface for people to enjoy. Environmentally friendly walking and riding will be implemented, especially with urban design for dykes so that people in streets and wards can easily access the river, and for Hanoi to organize music festivals, cultural events, and major international and cultural exchange events at the city and at the national level. The Hanoi People’s Committee has issued decision No.1045 approving the Red River Zoning plan (1). This urban space would be a flood drainage area for downtown, which has been stipulated under the city’s construction planning until 2030, with a vision of 2050 which is the Hanoi Master Plan to 2030 with a vision to 2050 (Decision No. 1259/QD- TTg). Description of environmental benefits
As the intervention is new, no public reports were disclosed. As Hanoi is at a high risk of heavy rains and suffers from poor drainage infrastructure, it is expected from the intervenetion to alleviate some of the climate change impacts including flooding prevention and protection. This being said, sources do not mention more in details information related to this action. (7)
Description of economic benefits
As this is a newly approved project, public reports were not issued. Nevertheless the project is expected to deliver economic benefits. The selection of urban development projects on both sides of the river focuses on the formation of new economic centers instead of only choosing pure residential functions. The urban functional space on both sides of the river and the bridge connecting the river needs to be a new symbol of green, modern architecture and a bright spot of the new economic, cultural, and scientific and technological center that Hanoi wishes to become.
