Short description of the intervention
The city of Malmö works for a sustainable urban environment, e.g. through planning the city's new construction, working on existing buildings and at the same time striving to reduce the environmental impact. Västra Hamnen (Western harbour) is a new and ultra-modern district in Malmö. It is located on a former shipyard area right beside the sea, only less than a kilometer north-west of the medieval old town of Malmö (ref. 10). In the Western Harbour where land was available after the shipyard’s closure, high sustainability has been sought from the beginning. In dialogue with builders and other actors, Malmö City has developed guidelines for energy use, green structure, waste solutions and a healthy indoor environment. (Ref. 1)

Bo01-area (Bo01-området), which was built/started at the European Living Fair (bomässan) in 2001 was the first stage in the transformation of Västra Hamnen. (Ref. 2, 3)

By 2031, Västra Hamnen is expected to have around 25,000 residents and as many employers. Approximately half of the area is built or has detailed planning, so there are as many areas to plan for and to build on left. (Ref. 4)

The project Fullriggaren (a new city quarter in Västra hamnen), was planned in 2006 and was basically completed in 2012/2013. (Ref. 6)
Goals of the intervention
The Vision for 2031 for Västra hamnen (the Western Harbour) has 10 goals, which include (but not limited to): The Västra hamnen brand is strong nationally and internationally, Västra hamnen is a mixed city with living streets, to the Västra hamnen people can travel by a sustainable way, the area is close to blue and green structures, Västra hamnen continues to be at the forefront of sustainable construction, in Västra Hamnen there are indoor meeting places for everyone, in Western Harbor, energy production is sustainable and energy consumption is low.

Implementation activities
Approximately half of the area is built or has detailed planning. (Ref 4). Building various kinds of blue and green spaces-- 'living streets' have been the activities to create Västra hamnen.
Sustainability aspects including energy related issues along with biodiversity and mobility are included in the building of the area Fullriggaren (completed by 2013) in Västra hamnen, this area includes e.g. building/offices, parking space etc. (Ref. 6)

(HS) Malmö (Sustainable urban development Malmö from East to West) was granted support of around 2.9 million EUR (29 740 000 SEK) according to the 2009 Delegation for Sustainable Cities. (Ref. 6)

Description of environmental benefits
- The project aims for a combination of renewable energy use, green structure, waste solutions and a healthy indoor environment (ref. 2)

- The greenery in the city is actively used to mitigate the effects of climate change, such as dampening run-off during heavy rains and to create shade, break wind, dampen noise reflection and reduce air pollution (ref. 5)
- A thematic water axis is created in an east-west direction along Lilla Varvsgatan from Scania Square to Dockplatsen. The water is designed in different scales and have different expressions, from a larger water facility in Varvsparken to smaller fountains or open stormwater management (ref. 5)

- The surface-efficient and high-capacity means of transport for pedestrian, bicycle and public transport dominate and are prioritized before car traffic and the proportion of pedestrian, bicycle and public transport is higher in Västra Hamnen than in Malmö as a whole (ref. 5)
- In Västra Hamnen, there are homes with various forms of leasing and workplaces for large and small companies. There is education at all levels, from primary school to Malmö University, there are sports facilities and commercial services. There are also cultural institutions such as Malmö Live, which is being built at Universitetsholmen and Skånes Dansteater in Västra Dockan, as well as Stpln at Stapelbäddsparken, which is a non-commercial public meeting place and association venue (ref. 5)
